What to know

Amber Stephens won this seat in the August 18, 2026 special election and has been sworn in. She took 41.99% (1,056 of 2,515 votes, all 3 precincts reporting) against Fraser Young 38.77% (975) and Jessica H. Villafana 19.24% (484). She did not clear a majority and did not need to: Oldsmar's city charter, §6.06, says “the candidate receiving the highest number of votes for the seat shall be declared elected.” There is no majority requirement and no runoff anywhere in the charter. The City of Oldsmar has confirmed she “was elected to the office for City Council Seat 3.” She fills the balance of the term only — Seat 3 is on the ballot again in the regular municipal election on March 9, 2027.
