Stock Development has already begun advertising their new project to build apartments in Seven Oaks next to Sam’s Club. The land they want to build on is currently designated for retail/office. To build apartments the parcels need to be rezoned to allow for multi-family. The problem is the master plan for Seven Oaks designed this area as commercial for a reason and there is no need to rezone for apartments when Seven Oaks already has land zoned for apartments. Chris Williams (Director for Planning Services @ District School Board of Pasco County) communicated that Seven Oaks Elementary School (SOES) is under capacity due to the prior rezoning and the “portables” are not used for primary education during the 21-22 school year.

The principal of SOES confirmed this information, too. Traffic is determined based on “trip” counts. Both the Planning Commission and Stock Development indicated that the trip counts for the apartments and the commercial zoning are equivalent during peak times.
